Improve logging via customer provided log level #181

Describe the bug
MWAA should keep the CW logger DEBUG, since it still want to sniff errors. However, MWAA should omit emitting logs [here] if record level is less severe than customer configured level.
Expected behavior
Reduced logs emitted.
