It seems that it is marked as required in service doc - https://docs.aws.amazon.com/bedrock/latest/APIReference/API_agent_Agent.html#bedrock-Type-agent_Agent-agentVersion

agentVersion
The version of the agent.

Type: String

Length Constraints: Fixed length of 5.

Pattern: ^DRAFT$
