I was also experiencing this. I discovered it is an issue with certain keymaps. For example, the delete issue is present when my keymap in Rider is set to "Visual Studio (macOS)" or "IntelliJ". The delete key works correctly when set to "Visual Studio" or "IntelliJ IDEA Classic" or "Sublime Text"

Brilliant! Thanks Jeff. I switched to other keymaps and problem solved. Its been haunting me for so long.
