add NPC Queue or Faction Lock Option for CROSSFACTION BGs

Introduce an NPC that allows players to specifically queue for this battleground type. Additionally, provide an option for players to disable faction switching and remain locked to their original faction while participating.
Players can queue via a dedicated NPC.

Optional setting to prevent faction swapping.

Improved control and transparency for players joining SoloQ BGs.
