Separate link phase?

Before the recent upgrade/refactor, there was a separate linking action. Should it be re-instated?

Without it, we have to re-compile srcs of d_binary/d_test, even if these specific sources were not changed.

(Ok, because of #112 we would have to re-compile it anyway actually :) )

I've been thinking about this. My plan was actually to use the linker from rules_cc, since on some platforms DMD relies on having the linker preinstalled on the system.

Well, what linker to use is also a great question, and it's a great idea to be in sync with rules_cc (otherwise I observed weird linking problems while trying to link C++ code with D code). I believe that should be part of (non-existing yet) D toolchain config. I'm creating something like that for our needs right now, but not sure if it's generic enough.

Being said that, this bug is something orthogonal: it's about having a separate link action.
