There was a problem hiding this comment.
The purpose of adding build_test target is because we cannot run tests in those packages. So the name need_test is confusing. It's better to call it build_only

What does this PR do? Why is it needed?
rules_go has integration tests on popular repos. The integration tests runs the unit tests in those repos. However, they exclude many packages for different reasons. I add those excluded packages as part of integration tests for rules_go, using build_test to catch build issues as early, except packages with /internal/ or /testdata/ in its path.
