[8.5.0] Backport MODULE.bazel flag_alias() syntax as a no-op

It needs to be a variation of 2271b36 without any of the functionality.

This is so rules_foo releases that add flag_alias() to their MODULE.bazel don't break old Bazel versions. It's 100% fine for old Bazel versions to otherwise ignore it.

I'll make an appropriate patch.
