Run golangci-lint as part of PR check #89
Description
golangci-lint is a linting binary which will help keep consistency and quality to the codebase.
Currently it is failing to build on go tip (1.13 develop build at time of writing); see:
golangci/golangci-lint#595
The codebase should already be passing this test, only need to update travis when the bug is resolved
