Move install scripts out of Cargo directory

Currently the bencher CLI convenience scripts install the CLI binary in the Cargo directory. This can lead to users accidentally uninstalling bencher if they uninstall Rust. See: axodotdev/cargo-dist#1353

Find a new, better home for the bencher binary.

I think ~/.local/bin would be correct here.
