Mention minimum supported rust version policy in book

This is mentioned in the github readme, but not in the book, and it's a common source of issues for new users.

Possibly not necessary if we decide to add the MSRV to `Cargo.toml` for bevy 0.9. Some discussion about that: https://github.com/bevyengine/bevy/pull/5518
