Remove 'hide legacy proposals' toggle in worker proposal voting section

I've created a new worker proposal, it's not a legacy proposal, however this toggle is hiding my new worker proposal.

In order to show my new worker proposal you need to disable this toggle manually, then you can vote.

This has caused very limited visibility of my worker proposal.

Show all worker proposals, removing this toggle.

Show my non-legacy worker proposal, as it's not a legacy worker proposal.

Describe alternatives you've considered

Migrating to using the astro-ui app.

Additional context

Would benefit future possible bitshares-ui worker proposals too - they too would be similarly hidden behind this toggle.

Perhaps rather than classifying this as a feature request it could also be considered a bug report of my non-legacy worker proposal being erroneously included in the toggle's capability to hide worker proposals from the user.

Before deactivating this, we should understand why a new proposal is also hidden now. Did you check in code already?

I've not checked the code yet, no.

I created the worker proposal using the latest reference bitshares web wallet at the time.

It's not loading properly on blocksights neither: blocksights/blocksights-open-explorer#39
