The NewPendingTransactions delay is too high. When the message is received, the block is close to being confirmed.

2. Some newPendingTransactions cannot be received, perhaps because they are confirmed before they are received.

newPendingTransactions only sends the newly executable transactions incrementally after each new block header is imported, and does not send the full pending set.
