revert the change to the boto dependencies [here](https://github.com/bsmn/ndasynapse/blob/master/setup.py#L21-L24) and [here](https://github.com/bsmn/ndasynapse/blob/master/requirements.txt#L4-L8) once https://github.com/boto/botocore/issues/1872 is fixed.
