Upgrade cel-go to support bazel-mod
As part of the update to support bazel-mod, the code has been
updated to cel-spec v0.18.0 which requires changes in the
conformance test harness and some of the proto marshalling
code to support the canonical CEL protos.
In the future, the proto conversion logic will be moved to a separate
module in order to isolate the core implementation from the proto
serialization logic.
