[Feature request] Python 3.12 support

Add support for Python 3.12 (release Oct 2023).

Several upstream dependencies will need 3.12 support before this can land, e.g., single-cell-data/TileDB-SOMA#1849

I was investigating the support for Python 3.12 today. Some notes:

• TileDB-SOMA supports Python 3.12 ([Feature request] Python 3.12 support single-cell-data/TileDB-SOMA#1849, [python] Support Python 3.12 single-cell-data/TileDB-SOMA#2108)
• It appears that cellxgene-census supports Python 3.12 on Linux but not macOS ([python] Follow spec-0 #1189)
