Fogg does not allow defining github permissions #1137
Description
Right now, there is no way to define github permissions in the fogg configuration. To work around this, we've added a script that will add in the permissions to the generated files that must be run after each fogg apply but it would be better if the permissions could be set in a way that they would persist across each fogg apply
