chore: Update pyarrow for wmg and cellguide pipelines

Reason for Change

• Dependabot alerted that pyarrow needs updating. More importantly, there is a security alert flagged for pyarrow < 14.0.1

NOTE: This will only be merged after prod pipeline run with the currently pinned version of pyarrow has been verified and in use by the web app in production

Changes

• Update pyarrow in requirements.txt file for WMG and Cellguide

Testing steps

• Kick off a cellguide and wmg pipeline run in staging
