feat(side by side embedding): integration with gene expression scatterplot panels

The preexisting gene expression panel should work in unison with the new embedding side panel.

• Update the UI of the scatterplot to use the new UI from feat(side by side embedding): create side panel with embedding #924
• Add state to handle collapse and expanding of both panels

• Talk to Harley potentially add tab functionality or simultaneous viewing of both panels
