integration of lc_ctrl's pkgs in caliptra-ss

This pull request includes the following updates:

1. Renamed lc_ctrl packages and added the caliptra_ss_ prefix to all lc_* defines for better alignment and consistency.
2. Moved the lc_ctrl RTL file from the 26db35f1ea8ac651f387bb74ff3ae0057cce07a8 version of the OpenTitan repository.
3. Merged the Fuse_controller branch named anjpar-fuse_ctrl_caliptra_ss_integ with the latest lc_ctrl updates before creating this pull request.
4. Successfully compiled the design and passed the mcu_fuse_ctrl_bringup test after the merge.
5. Merged the current branch with the latest main branch and resolved all conflicts to ensure compatibility and up-to-date integration.
6. Added necessary prim modules from the OpenTitan environment to caliptra-rtl to support lc_ctrl functionality. Further updates to caliptra-rtl will be addressed in a separate pull request.

This pull request ensures proper integration and alignment of lc_ctrl with the Caliptra-SS environment while maintaining compatibility with the OpenTitan primitives. Future updates to the caliptra-rtl repository will be handled in subsequent pull requests.
