This PR changes all instances of "requestor" to "requester".

@h-m-f-t The edits look great, but I found another instance on this page: https://get.gov/domains/before/

I was going to add that page to your PR, but I can't figure out how to add a new file that you didn't already touch in this PR.

Nevermind! That's the same content block you already changed. :)

I can't figure out how to add a new file that you didn't already touch in this PR.

As a member of our team with write changes, you could have make commits to my branch by

  1. Switching to my branch in the GitHub UI
  2. Making a change to the file and committing it, and those changes would show in the PR!
