Create ability to make maps and reports of component counts of a type over time

Describe the problem.

Jetal (Ped Crossing Program) and I (Bikeways) (and likely other program leads) are needing a tag to track when a component is decommissioned/upgraded so we can have good counts of locations over time and also be able to have BI reports on current state. For this the request is to add a tag and rename an existing tag.
New component tag: "Decommissioned / Upgraded Component"
Rename current tag FROM "Bikeways – Performance Measures – Upgrades Existing" TO "Upgrades Existing Component"

Describe the outcome you'd like to see when this feature is implemented.

We need to be able to make maps and reports of # of components of a type over time (how many ped crossing islands did we install each year and what is the cumulative count over time) and current state (e.g. how many ped crossing islands do we have today of which types - concrete / flex post).

Describe any workarounds you currently have in place or alternative solutions you've considered.

We do not currently have the ability to run these analytics which is becoming more important.

Is there anything else we should know?

Hopefully in the next release cycle or two since it is a small thing.
