Add eCAPRIS funding sync UI

In order to control syncing of funding information from eCAPRIS, we need to add a switch to toggle syncing on or off. The screenshots below implement designs from the ACC team so this will close both! #23248

In Scope

• When switched on:
  • Set should_sync_ecapris_funding to true
  • Refetch project data (so table knows whether to fetch just Moped rows or Moped rows + eCAPRIS rows)
• When switched off:
  • Set should_sync_ecapris_funding to false
  • Refetch project data (so table knows whether to fetch just Moped rows or Moped rows + eCAPRIS rows)
• Switch is disabled when project has no eCAPRIS subproject ID
  • When switch is disabled, show tooltip that says "Add eCAPRIS subproject ID to enable syncing" like we have on the sync switch in the Notes tab
