Alignment with the Functional Domains of SIS

This is in reference to ticket #154 of the Standards repository.

The suggestion is to create an explicit mapping between the Functional Domains of SIS and our three major CRF categories, as follows (and I quote):

• RF "corpora" would currently map to FD "Annotation/Text Annotation" and "Source Data / Textual Source Language Data"
• RF "lexica" would map to FD "Databases / Lexical Resource"
• RF "tools" would map to FD "Uncategorized / Tool Support"

What I additionally propose, perhaps as a first step, is to make the link between CRF and the functional domains of SIS explicit in our guidelines, especially in Sections 3.2.4 and 3.2.6, which respectively pertain to Annotation and Description.
