Some XLSX Downloads Fail

Describe the bug

Example:

https://datastore.codeforiati.org/fr/?reporting-org=CA-3&recipient-country=BD&format=xlsx

It's works:

• when the language is FR and you select CSV
• when the language is EN and you select XLSX

It doesn't work:

• when the language is FR and you select XLSX

Expected behaviour

Download succeeds.

Additional context

Not all XLSX files fail, so cause need investigating.
