This will allow us to facilitate GH-35 without requiring Docker containers. We might as well also ditch the scripts we use and just build directly using yarn commands. We already did in coder/nbin#35 so might as well continue the Drone CI migration saga

This will be fulfilled today by yours truly so we'll get the first ARM releases later.

We're still investigating ARM32 OOMs, but this can be merged later
