Initial Proof of Concept for #37277.
Provides an async Python AT command queue to replace ModemManager and DBus overhead, targeting < 1 min boot and reliable IP routing (metric 200 for wwan0) on Quectel EG25/EG916. Includes a lightweight D-Bus stub for backward compatibility with
manager.py.Still testing corner cases and edge routing.
