As discussed in conda-forge/jaxlib-feedstock#320 (comment), jaxlib cuda builds newer then 0.6.2 create a crash on loading.

A solution for new builds is proposed in conda-forge/jaxlib-feedstock#322 .

This PR proposes to mark the broken cuda packages as broken, to avoid that user accidentally install them, even if the explicitly install jaxlib=*=*cuda*.

Pinged the team for the package for their input.

Despite being online for >1 month, these thankfully have very few downloads. And given that a crash is about as severe as it gets, I'm OK to mark these broken. Though we should wait IMO until all the new builds are online.

Thanks @h-vetinari! The new builds are online (see https://anaconda.org/conda-forge/jaxlib/files) so the PR should ready for a new review.
