Drop Python 3.9 & 3.13t in the next release

... and the entire recipe/conda_build_config.yaml, since we'd be aligned with the global minimum (3.10).

Python 3.9 has been dropped, but Python 3.13t is in the default set of builds for conda-forge still. I think instead of dropping it from cuda-python, we should just stay aligned with conda-forge. Given the general community state of 3.13t, I suspect it won't really be used and if things are systematically broken we should drop it community wide instead of just here.

@kkraus14, I don't think this is true? PY313t is opt-in not opt-out on conda-forge, and we opted in.
