It sounds like you're being bitten in some way by the openssl3 changes being backported to 3.7, CC @chrisburr

  File "D:\bld\modin-packages_1633618375933\_test_env\lib\ssl.py", line 482, in _load_windows_store_certs
    self.load_verify_locations(cadata=certs)
ssl.SSLError: unknown error (_ssl.c:4034)

PS. There was some discussion about backporting, but in another thread.
