RFE: Add ulimits to `podman update`

Feature request description

We should allow the podman update command to edit container ulimits. This will resolve some issues the Toolbox team are seeing with older containers, but also seems quite useful in general.

Suggest potential solution

podman update --ulimit ... (for example, podman update --ulimit nofile=1024:1024 myContainer

@mheon I am facing some issues running tests locally on macOS. Is this expected, and should I use a Linux distro for testing?
