Fix podman-restart.service systemd unit description after changing to also restart unless-stopped containers

Hi,

the podman-restart.service systemd unit description still says

Description=Podman Start All Containers With Restart Policy Set To Always

when after #27619 it should say

Description=Podman Start All Containers With Restart Policy Set To Always and Unless-Stopped

This should avoid confusion about when containers actually get restarted by the systemd service.
