XEP-0258: Security Labels in XMPP support.

While someone may say this is "Military Crap" they can be quite useful to also perform content filtering and restriction (without the S/MIME ESS labels etc. and X.500 / X.841 or SDN.801 clearances/PE).

And client support should be rather trivial to add as almost all the complexity is server side.
