mislabeled files in /usr/etc when building with newer rpm-ostree-2025.11-1 #2030

The ext.config.selinux.file-context-policy-match fails. Here's the reason:

[core@cosa-devsh ~]$ sudo restorecon -vnr /var/ /etc/ /usr/ /boot/
Would relabel /usr/etc/systemd/system from system_u:object_r:etc_t:s0 to system_u:object_r:systemd_unit_file_t:s0
...

There are 96 mislabeled files. Doing the build with rpm-ostree-2025.10-3 does not yield this problem.

It was tagged in to the continuous tag last week:
