Allow user to "Select all that match" when using bulk selection tools #1075

In several cases, when using bulk selection tools it would be very handy to allow the user to select all matching entries from their Element Index page or search results. Currently, the max selection is limited to those Elements that are visible on the current page based on how many items infinite scroll displays.
One use case this would be useful for in several plugins would be a CSV export action, where a user could bulk select all of the Elements from the regular index page, select "apply selection to all matching entries" (somewhere nicely integrated into the ui), and then choose from a list the list of selected actions to perform the export CSV action.
