feature request: specify default `--format` in settings file

Description

I prefer to get the brief output format, which is perfectly doable via typos --format brief. However, it would be even nicer if I could specify that this should be done by default in the settings file and then just run typos to get my preferred output format. I don't think that that is currently possible.

This is an interesting one.

So far, we've isolated

• config is for user or run agnostic, repo specific information
• command line is for user or run specific information

To continue this model, we'd need to create a separate user config. We'd also need to consider how any programmatic use would be impacted by it (e.g. pre-commit).
