Should this be a minor mode?

Perhaps instead of trying to synchronize/display hats/enable cursorless commands in all buffers, everything should be keyed to a minor mode. Ideally the minor mode should be allowed to be active globally and also forced on/off in particular buffers. Eg. I might want cursorless active ONLY in source code files; or, I might want it everywhere EXCEPT dired-mode or in large files.

Currently there is a bizarre zoo of different things you can toggle on/off individually (cursorless-enable, show-hats, command-server-start).
