Developers can report their test results

On the September 17, 2024 call we discussed the possibility of allowing Reading System developers to report their results on epubtest.org.

This policy change will impact the site iin several places:

1. Language on the developer participation pages will need to be updated. We need to clarify that this is allowed and that we will be having our independent test results reported as well.

2. We will need to update the policy.
   Update the language in the policy

3. We should consider a way to distinguish between independent and RS developer testing. This does not to happen immediately, but let us think about it. Perhaps an icon for self evaluation and independent. For now, the information should be placed in the summary of each title tested.
