Assignment of adjacent strings that respect line length gets new line

The old output was better since it would still respect the line length.

This is a constant at pkg/analyzer_plugin/lib/utilities/change_builder/change_builder_dart.dart.

I'd be willing to take a look at this @munificent, but I'm not sure I have a full understanding of where I should make changes. I'll be sure to take a look into this, though. If I have any progress, I'll let you know.
