First the logic is buggy, it would trigger on dev-releases, even if the sdk did not change.
Second @jonasfj convinced me that we don't need this. We introduced the check mainly to enable early warnings that a never package is available when upgrading the sdk. And that convenience is not that important to provide for dev-releases.
