Allow import of private libraries

Enhancement: Add a property to folders to allow import of private libraries.

This would really help the dart2js team when editing the runtime dart code.

The imports basically work, but they report errors on them. It would be nice if there was an option to filter these out when working on the helpers, so that it is easier to see actual errors and warnings.

I realize this is only important for a small set of developers, so if it is not trivial to do, please don't waste time on it.

With r37392 dart2js no longer uses the pseudo modifier 'patch' for patching and the syntax of this files are now valid Dart.

The issue is still valid. We get errors if we try to analyze the sdk/lib/_internal/lib/ folder due to imports of 'dart:_js_helper' and the likes.
