Date class does not correctly handle timezones (VM)

What steps will reproduce the problem?
(code from tests/corelib/date_time5_test.dart):
d = new Date(1970, 3);
Expect.equals(1970, d.year);
Expect.equals(3, d.month);

What is the expected output? What do you see instead?
Expect.equals(expected: <3>, actual: <2>) fails.

What version of the product are you using? On what operating system?
Dart VM 32-bit, Linux.

Probably this has to do something with Russian timezone (Europe/Moscow) and the fact that this year we have no DST.

The problem seems to be the "equivalentYear" function. It tries to map years into the range 2008-2035. Iirc Russia changed the daylight-saving computation and as a consequence this computation is now confused.
