Request: As per implementation plan, all tools will need to add support for experimental flags, if not yet supported.

Phase 0 ETA: please see issue [tracker] (dart-lang/language#60)

Good news: DDC supports experiment flags. We pass them along to the front-ends (Analyzer/CFE). IIRC, we used them once already for set literals.
