flutter-analyze bot should cover the same set of dart packages as flutter roller as per https://github.com/flutter/engine/blob/master/ci/analyze.sh.

Currently flutter-analyze bot is only run against lib/web_ui.

Existing gap resulted in dart->engine roller failure flutter/flutter#81335
