[dart2wasm/spec-proposal] Experiment with "Stack-switching" proposal

We should check whether wasm-opt fully supports stack switching.

IIRC (from our discussion with the binaryen team two weeks ago) it doesn't fully support it, but I'm not sure what's missing exactly. I checked the source code and I see a flag and some relevant code. Not sure what's missing. I also searched in the issue tracker but couldn't find anything relevant.

This isn't a high priority item. Also for experimenting with it and providing feedback on the spec we can just use -O0 and not run binaryen.
