[SIMD] Don't materialize bools in SIMD operations where possible. #64129

Typed data operations that return a boolean and make use of SIMD are materializing booleans into objects, which costs us some performance on branches.

I was able to build a POC that gives us some performance gains on arm64 which helps us move closer to native speeds on use cases like #63821

I plan to look into this, this is a tracking issue for that work.
