[SIMD] Move SIMD fallback bodies into Dart. #64248
@alexmarkov & @mraleph I see that you're working on the typed_data recognized methods in modular_aot. What do you think about moving the SIMD fallbacks declared on C++-side into Dart. That way we wouldn't have to maintain two fallback implementations. We won't be able to move everything, but I think most of it.
I've been adding them to C++ for consistency, but I personally think declaring those that we can declare on Dart-side would be much cleaner since we already have fallbacks in Dart for, e.g., JS and DDC.
We should make sure the implementations are correct before we move things over. Floats are blocked by #63962 (min/max) and #39551 (reciprocalSqrt), clamp & scale. I'm on it.

I think this is a good idea. If Dart implementation is possible, we should prefer Dart rather than native fallback.

@modulovalue Is this something you're planning on/interested in adding?
