I think we could at least pass in a variable for the rate limit, as the name doesn't say disable, just limit. So we could add a variable in here if somebody ever wanted to use it to actually set one

Or we move forward without it, I could go either way, just seems odd to have a module if there's no inputs or outputs. (just to match how we push these out)
