[BUG]: Fix CLI commands when DQX is installed in a custom folder

Current Behavior

The cli does not work currently when DQX is installed in a custom folder in the workspace.

Expected Behavior

All CLI commands should work when user installs DQX in the workspace in a custom workspace location.
