Allow users to submit data collections for publication

Once users are able to create collections of datasets, they should also have the option to publish these collections.

• Allow users to create data collection submission types
• Allow users to import their saved profile collections to a collection submission
• Ensure published data collections count as a citation for each of the original datasets
