Wheel fails to install for Windows x86 because of missing pyarrow wheels

We can either distribute the wheel and it won't be usable until datafusion-python removes its hard dependency on pyarrow, or we can just remove the wheel.

I think for now better to just remove the wheel

Datafusion doesn't distribute win32 wheels anyways: https://pypi.org/project/datafusion/#files
